Notice of Funding Opportunity - FY23 State Homeland Security Program (SHSP) Regionalization Grant

The application period for the FY23 State Homeland Security Program (SHSP) Regionalization grant is open now. The period will run from April 7, 2023, to May 12, 2023, at 5:00 PM CST.


SHSP assists state and local efforts to build, sustain, and deliver the capabilities necessary to prevent, prepare for, protect against, and respond to acts of terrorism. Eligible applicants include local/state units of governments, nongovernmental organizations, quasi-governmental organizations, and nonprofit organizations.


There are six priority areas and four enduring needs that will be given the most attention. The six priority areas are:

  1. enhancing the protection of soft targets/crowded places

  2. Enhancing information and intelligence sharing and analysis

  3. Combating domestic violent extremism

  4. Enhancing cybersecurity

  5. Enhancing community preparedness and resilience

  6. Enhancing election security

The four enduring needs are:

  1. Effective planning

  2. Training and awareness campaigns

  3. Equipment and capital projects

  4. Exercises
