Notice of CDBG Public Hearing - Bull Creek
The Village of Bull Creek, with assistance from the Southwest Missouri Council of Governments will hold a public hearing on Wednesday, January 8, 6:00 PM to 6:30 PM, Village Hall, 1886 State Highway F in Bull Creek, MO 65616 to discuss the Village’s submission of an application for the Fiscal Year 2024 Community Development Block Grant (CDBG) Mitigation (MIT) Program to assist the community in the implementation of stormwater infrastructure improvements following the impacts of the 2017 disasters.
The Village of Bull Creek is interested in obtaining all citizens’ input on community development needs within the village related to the proposed project. The Village needs as much local participation as possible in order to reflect the true desires of the community, as well as the comments relating to the proposed project application. As part of the hearing process, citizens will be asked to verbally assist in the completion of a Needs Assessment document. The document will detail what the residents feel are the strengths and weaknesses of the community. The State has established a maximum application request for each funding category. Activities that are eligible for funding include the installation of critical facility generators, mitigation planning and capacity building, public facility hardening, warning systems and others allowed by law. The funding category of interest, General Infrastructure, has a maximum funding limit of $2,500,000 per project. Activities eligible for funding under this category include the improvement of bridges, water treatment plants, roads, sewers, and stormwater systems. At least 51% of the funds must be used to benefit low- and moderate-income persons. No displacement of persons will be proposed.
The village is proposing to install and improve stormwater infrastructure in the Village as determined by the preliminary engineering report currently under development. The area to be address includes the entire village limits and will provide community-wide benefits. The Village proposes to request the maximum amount of $2,500,000 in CDBG MIT funding to cover the project costs. At this time, the Village does not anticipate contributing matching funds.
The project, if funded, will benefit 70.5% low- and moderate-income persons. All citizens, including those in the targeted area, are encouraged to attend in order to comment on the proposed activities.
